Position: Business Analyst <091212-IO40E- AMYMCM>

Duration: 4 months

Description:

Business Analyst

Scope of Work:

To perform an analysis of the Departments current customer transaction processing system (viz., the Windows Information System Environment (WISE) Issuing Office System ) and procedures; and to develop recommendations for system and process changes that will (1) control costs, (2) meet customer expectations as measured by customer satisfaction surveys, (3) address additional metrics identified or made available either by staff or by the consultant during the course of the analysis, and (4) utilize available technology to streamline the processing of transactions.

The Windows Information System Environment (WISE) Issuing Office system, which will be the subject of this analysis, supports state and county issuing offices, various mobile offices.

WISE provides over-the-counter field office transactions for customers. These transactions include: driver licensing, vehicle registration, boat and snowmobile registration, sales tax payments, financial security transactions, driver license imaging, title duplicate processing, and abstract production.

Services provided will include, but may not be limited to the following:
1. Creation of an AS-IS analysis summary document that includes:
a) analysis of current point-of-sale transaction processing system and procedures;
b) reviewing and evaluating results of previous internal analysis related to modernization of customer transaction processing;
c) review of design and use of forms used to support customer transactions;
d) review and analysis of transaction logging and reporting;

2. Creation of a comparative analysis and standards document that includes:
a) benchmarking of other states motor vehicle transaction processing systems and practices;
b) investigation, documentation, and incorporation of best practices for service delivery organizations into recommendations for the future state of customer transaction processing;

3. Creation of a recommendations document that includes:
a) gathering information from managers and staff regarding vision for the future state of WISE;
b) working with staff, and utilizing documentation and resources, to develop a clear understanding of transaction requirements;
c) evaluation of the steps/requirements/components of customer transactions to determine whether they are essential to the transaction, or alternatively, whether any should be modified, combined, or eliminated;
d) recommending the elimination or modification of specific transaction process elements, where the consultant determines that an existing activity or requirement offers little or no value, or where more efficient alternatives are identified by the consultant;
e) developing strategies for incorporating existing and new technologies into a streamlined process for customer transactions;
f) development and documentation of recommendations for updating transaction processing system and procedures, including options and alternatives explored (but not recommended by the consultant), with supporting rationale;
g) development of a solution proposal for an upgrade to the design of the current WISE interface;

4. Creation and delivery of a presentation of findings and recommendations that includes:

a) creation of a comprehensive report of analysis and recommendations for Executive Team review;
b) development and delivery of a presentation for executives and managers to describe the results of analysis and recommendations for the future state of transaction processing system and related practices and procedures.

Professional Experience Requirements:
Each Consultant proposed for each of the Business Analyst positions must meet the following minimum experience and professional requirements:

1. International Institute of Business Analysis (IIBA) professional certification, either Certified Business Analysis Professional (CBAP) or Certification of Competency in Business Analysis (CCBA);
2. Experience on a similar engagement aimed at improving the customer experience through use of technology;
3. 4 years experience using recognized business analysis methodologies to elicit requirements from business users;
4. 4 years experience assessing and documenting existing business processes, identifying unnecessary steps and incorporating value-added steps;
5. 4 years experience describing in a comprehensive written document (e.g., business case, fit-gap analysis document, or functional specification) what the system, process, or product/service must do in order to fulfill the business requirements;
6. 4 years experience writing specifications, process flows, business process re-engineering analysis and design for complex large scale distributed transaction processing systems;
7. 4 years experience documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle;
8. 4 years experience in project management;
9. 4 years experience researching best practices for service delivery organizations.

Non-Technical Mandatory Requirements:
Each Consultant proposed must meet the following mandatory requirements:
1. Good communication skills, oral and written.
2. Familiarity with, and basic understanding of, state government procedures.
