Job Title: Application Reports Developer (50415-SICLIN-IOM-M-ARI)

Location: Sacramento, CA

Duration: 1 year with 2 year possible extension

Emp. Type: W2 / 1099

 

Required Technical Skill:

  1. must have at least ten (10) years of experience working as a reports developer or application developer using Microsoft development platform technologies

 

  1. must have at least eight (8) years of experience developing complex SQL queries; developing detailed SQL reporting specifications; aggregating, analyzing, validating, and/or reconciling data from heterogeneous data sources, e.g. MS SQL Server, MS Excel, MS Access, XML files, CSV files, text files, etc.)

 

  1. must have at least five (5) years of experience monitoring the performance of reports or reporting applications and taking corrective action to optimize or improve the performance of the reports when necessary

 

  1. must have at least five (5) years of experience working with Microsoft DBMS, i.e. SQL Server 2005/2008/2012, etc.

 

  1. must have at least three (3) years of experience working with Crystal Reports or MS SQL Server Reporting Services in the areas of data warehousing, enterprise business data reporting, metadata registry, etc.

 

  1. must have understanding of Software Development Life Cycle (SDLC) processes and methodologies

 

  1. must have a Bachelor degree or higher in computer science/engineering or comparable technical training/education from a government accredited/sanctioned college or university.

 

Desirable Technical Skill:

  1. (2) years or more of experience designing and implementing business intelligence (BI) reports using various BI reporting tools such as MS SSAS/SSRS, SAP Business Objects and/or NetWeaver BI, Oracle Enterprise BI Server, SAS Enterprise BI Server, IBM Cognos, etc.

 

  1. Experience working with legacy mainframe applications

 

  1. Experience producing the following documents: business reporting requirements, data requirements, reporting tool/platform architecture, reports specifications, test cases for reports testing, etc.

 

  1. Ability to organize material, analyze a wide variety of facts and develop appropriate recommendations.

 

STATEMENT OF WORK

 

  1. Management of Reports Requirements and Reports Specifications;
  2. Review business requirements documentation to understand reporting needs/requirements with respect to business goals and objectives;
  3. Collaborate with both business and IT SMEs to collect, verify, develop, and document applicable reports requirements;
  4. Analyze, evaluate, make changes, and keep up to date all reports requirements and reports specifications; and
  5. Review, update, and provide written comments on all reporting related documentation.
  6. Expected Deliverable(s)
  7. Develop, review, update, and provide all applicable reports requirements documents and reports specification documents, as well as other applicable reporting analysis documentation using CalSTRS documentation templates.

 

  1. Enterprise Reporting Framework and Reporting Platform Architecture Improvements;
  2. Collaborate with other CalSTRS teams and designated SMEs to suggest and make improvements to enterprise reporting framework and platform architecture and properly document/refine all applicable technical specification; and
  3. Lead and/or assist in developing a set of standards, processes, and best practices in the use of MS SSRS and Crystal Reports for reports creation.

Expected Deliverable(s): Develop, review, update, and provide enterprise reporting framework and platform architecture documentation as well as other applicable technical documentation using CalSTRS documentation templates.

 

  1. Enterprise Reporting Standards and Processes Oversight and Support;
  2. Work with various CalSTRS teams to ensure enterprise reporting standards and processes are followed;
  3. Review reporting processes and procedures to verify its conformance to the enterprise reporting standards and best practices; and
  4. Provide guidance and support to other CalSTRS teams; explaining reporting standards, processes, and best practices to various stakeholders.

Expected Deliverable(s): Monthly updates of status reports detailing major technical activities, task status, schedule status, issues, and risks and mitigations. 

 

  1. Enterprise Reports Design, Development & Support;
  2. Collaborate with various projects and/or units to fulfill their reporting needs.
  3. Design and develop reports as required by various projects.
  4. Provide production support by responding to issues, alerts, business and IT inquiries that are related to reports; and
  5. Work with staff and vendors to troubleshoot issues, implement patches, and/or upgrades as required to ensure the optimal performance and function of the reporting tool/platform;

Expected Deliverable(s): Monthly updates of status reports detailing design, development and production M&O support activities, project support tasks & status, production issues and their corresponding resolutions. 

 

  1. Technical Knowledge Transfer;
  2. Conduct fifty-two (52) one-hour informal knowledge transfer sessions;
  3. Conduct twelve (12) one-hour formal knowledge transfer sessions;
  4. Support CalSTRS staff at meetings, via email or personal inquiries; and
  5. Incorporate information into technical requirements and analysis artifacts.

Expected Deliverable(s): All applicable training materials and documentation. Written report of formal knowledge transfer sessions to include attendees, time and date, and any action items.

 

  1. Status Reporting(s);
  2. Update Monthly Engagement Status;
  3. Develop and present technical findings for schedule, resources, issues, risks and mitigations during the monthly status review;
  4. Monthly status report, to include, but is not be limited to all of the following:
  5. Meetings attended, presentations delivered, and completed assignments;
  6. Activities planned for the coming month; and
  7. Observations and recommendations.

Expected Deliverable(s): Written monthly report, due five (5) working days after the start of the next month, detailing project status; (i.e. technical findings for schedule, resources, issues, risks, monthly activities, meetings attended, and plans for the coming month).

 

  1. Final Report; and

Upon completion of the contract, Contractor shall submit a Final Report to the CalSTRS to include, but is not limited to, project activities, accomplishments, budget summary, lessons learned, and suggestions/recommendations for developing and/or improving ongoing maintenance and support. The Final Report shall summarize all activities, tasks, results, anomalies, and dispositions.

Expected Deliverable(s): Final report using CalSTRS template.
