CA Identity Manager Needed .

Position: CA Identity Manager
Location: Baltimore, MD
 
Description:
 
Our client, a stable and well-known contracting company, seeks a senior-level CA Identity Manager to support a large government Agency located in Baltimore, MD.
Summary:
Work with senior Agency technical managers and staff to provide expert-level support for Agency application design (including systems requirements), development, testing, and maintenance support efforts.  Identify and recommend best practices.  Serve as the key coordinator among multiple project teams and/or components to ensure enterprise-wide consistency of application development efforts.  Manage technical application development projects and systems analysis projects for medium to large scale projects, and project management experience specific to the full SDLC.  Work without technical oversight and to lead and/or supervise a team of specialists.  Clearly and effectively convey issues, reports, and other deliverables to Agency counterparts.

Special requirements:  CA Identity Manager experience.  The tool will be used to choreograph provisioning across multiple existing platforms, then expanding the use of the tool. This experience must include planning for a CA Identity Manager rollout across an organization as well as experience interfacing CA Identity Manager with the security packages on the mainframe, active directory and Unix platforms. 

Responsibilities:
·          Leads and/or directs the efforts of specialists on project(s) across components and/or technical areas.
·          Provides guidance and direction across components and acts in a consulting and/or advisory capacity.
·          Directs the development and maintenance of applications, and provide technical oversight for major projects.
·          Oversees the entire systems development lifecycle, including systems requirements, coding, testing, and implementation of proposed systems and provides critical recommendations and solutions for complex problems.
·          Identifies and addresses barriers and risks to successful implementation.

Requirements:
·          Bachelor’s Degree with 14 years of Experience; Masters Degree with 12 years of Experience; equivalent education & experience High School/GED with 18 years of experience OR Associate’s Degree with 16 years of experience.
·          Preferred Certifications/Areas of Study/Specific Degrees:  Computer Science, Information Systems, Software & System Engineering
·          Proven experience managing different phases of large scale SDLC in a complex environment
·          Strong knowledge of SOA
·          Proven experience with configuring and implementing COTS products
·          Strong experience with Section 508 and usability requirements
·          Experience working with senior technical managers and staff to provide expert-level support for application design, development, testing, and maintenance support efforts. 
·          Provides guidance and direction in complex environments and act in consulting and/or advisory capacity
·          Experience working with complex computer systems spanning; computer networking, computer languages, operating systems and platforms, database/DBMS and COTS implementations
·          Experience with Configuration Management, Software integrator and software testing
·          Experience with Rational tool suite and Websphere Business Modeler
·          Experience with development methodologies using different software languages
·          Ability to identify and recommend best practices
·          Strong written and oral communication skills
·          Solid organizational abilities
·          Preferred but not mandatory:  Project Management Professional (PMP), IEEE Certified Software Development Professional (CSDP)
