Mandatory Skills / Expertise Required Years of Experience
1. Eight (8) years of proven experience designing, developing and deploying complex n-tier systems. 8 yrs.
2. Seven (7) years experience with JAVA (version 1.4 or higher). 7 yrs.
3. Five (4) years experience with Oracle RDBMS (version 9i or higher). 4 yrs.
4. Five (5) years experience with J2EE development. 5 yrs.
5. Disclose any other employment that candidate plans to engage in while employed at NYSDOT. NA

Additional Mandatory Skills Needed
1. Knowledge of SQL.
2. Understanding of Stored Procedures, Triggers, and Data Modeling.
3. In-depth knowledge of networking and network protocols, design patterns, hardware scaling and distributed systems.
4. Hardware and software tuning experience.
5. Experience designing software systems for hosted environments.
6. Understanding of issues related to business logic in stored procedures vs. middle tier.
7. Strong experience with web page templating frameworks in J2EE.
8. Ability to accurately document and model the "As Is" and "To Be" architecture.
9. Ability to design, architect, and guide the implementation of high-end, scalable, robust web based applications and solutions using combinations of the following:

Java, J2EE, UML, JSF, Struts, Spring, Top Link, Hibernate, JSP, SQL, JavaScript, JavaBeans, HTML, SOAP, WebServices, XML, XSLT, LDAP, ActiveDirectory, OID, SSO, Servlets, JDeveloper.
10. Strong understanding of Service Oriented Architecture (SOA) practices and concepts.
11. In-depth knowledge and demonstrated experience with technology platforms for building enterprise-level distributed systems (Windows/Unix, J2EE application servers, message oriented middleware and modern n-tier server configurations).
12. Ability to evaluate, recommend and/or implement tools, technologies, designs and processes to ensure a high quality and extensible product platform.
13. Ability to understand current and emerging technologies and processes and communicate their relevance to the technology staff and the business.
14. Ability to work collaboratively to define effective best-practice development and coding standards, including identifying standard patterns associated with DOT software development.
15. In-depth knowledge of key cross-system boundary issues such as exception handling, transactional issues, distributed cache, data coherency, and data representation between distributed systems and components.
16. Extensive experience in all phases of the software development life cycle.
17. Outstanding communication and interpersonal skills.
