The Knowledge Management unit of the Financial and Private Sector
Development (FPD) vice presidency is seeking a technical requirements
analyst to join the IT team working on GIA Data Administration Coding
System.

The Vice Presidency's Knowledge Management & Outreach Unit (FPDKM) manages a
set of public database-driven web sites supporting public policy reform
among World Bank Group client countries. The databases include indicators on
the quality of regulation in over 183 countries, surveys of business
opinion, and law libraries. One of these sites - the Doing Business Database
- is the most highly requested public database. Besides managing these
databases, the Unit uses social and multimedia tools in innovative ways. The
Unit also includes event management specialists and, overall, reflects a
dynamic and fast-paced working environment. Overall the Unit manages an
annual web traffic volume of 3 million visits and 8 million page views,
accessing 9 million data points and 7500 documents, and runs 50 to 70 events
for thousands of reform stakeholders around the world each year. Group's
development effort is being transformed by the smart use of data, and the
oing Business project is one case in point. Ultimately development impact is
measured in terms of creating jobs and business opportunities to reduce
poverty. FPDKM supports the annual Doing Business survey cycle using 19,000
contributors worldwide. 17,000 surveys are sent out in 4 languages. Around
25% of these surveys are completed online, and this proportion is rising.

The FPDKM IT team recently received approval for the GIA Data Administration
Coding System project. The objective of this capital project is to implement
a coding system that consolidates data extracted from different sources,
automates data processing and analysis, and provides upgraded reporting
capabilities. The system would replace the largely manual Excel-based data
management process in place, significantly reducing error rates and data
inconsistencies, ensuring timely completion of data analyses, and freeing
the staff to focus more on value-added activities. The new system when in
place by December 2011, should be designed to broadly leverage suite of
Global Indicator projects like Doing Business, Sub National and Investing
Across Borders who have similar coding sheets. FPD intends to consolidate
more indicator work in GIA, and a coding system would provide a flexible and
scalable platform which could be readily extended to these other
data-intensive projects, thus providing a greater payoff for the investment.
Given the project scale and maturity both within the World Bank group and
for external audience, there is a need for skilled requirements analyst with
good time management, communication and requirement gathering skills.

As the time frame for the requirements gathering is ten weeks, the position
will suit a highly motivated and versatile candidate who can demonstrate
relentless attention to detail and who can communicate with non technical
clients. The candidate require strong theoretical background and substantial
experience in information technology, good data collection and interviewing
capabilities, strong analytical skills to critically evaluate gathered
information, and high proficiency in the development of business/technical
requirements documentation for large-scale information databases.
Responsibilities
Under the general supervision of a senior IT project manager in FPDKM, the
requirements analyst will assume the following responsibilities:
* Elicit requirements using interviews, document analysis,
requirements workshops, storyboards, business analysis, task and workflow
analysis.
* Decompose high-level business and user requirements into functional
requirements. Specify requirements with an appropriate level of detail that
will allow the development team to create architecture specifications and
high-level design.
* Define quality attributes, external interfaces, constraints, and
other nonfunctional requirements.
* Define high level measurable success indicators for the project.
* Lead requirements prioritization by providing sufficient information
for the same requirements.
* Develop requirements documentation backed by a representative set of
use cases.
* Review, validate, and finalize requirements documentation with
relevant World Bank Group stakeholders , such as the GIA, FPDKM IT, Office
of Enterprise Architect
Competencies
* Strong theoretical background and substantial experience in
information technology, data integration requirements, and related work
experience
* Strong interviewing skills with the ability to talk with individuals
and groups about their needs and ask the right questions to surface
essential requirements information.
* Analytical skills and the ability to critically evaluate the
information gathered from multiple sources, reconcile conflicts, decompose
high-level information into details, abstract up from low-level information
to a more general understanding, distinguish presented user requests from
the underlying true needs, and distinguish solution ideas from requirements.
* Strong analytical and problem-solving skills, including proficiency
in the development of requirements documentation.
* Strong communication (spoken and written) skills, including the
ability to advise and train users in the use of complex systems/applications
and effectively prepare specifications and other written
reports/documentation in a clear, concise style
* Ability to organize, plan and implement work assignments, juggle
competing demands and work under pressure of frequent and tight deadlines
* Ability to work cooperatively and collaboratively in a team
environment
Selection Criteria
* A Bachelor and/or Master of Science degree in Computer Science or a
related field or equivalent combination of education and experience. BS/BA
is minimum education requirement.
* Minimum 5 years of work experience leading requirements gathering
and analysis for IT web systems.
* Interviewing skills, to talk with individuals and groups about their
needs and ask the right questions with both technical and non-technical
clients to surface essential requirements information
* Analytical skills, to critically evaluate the information gathered
from multiple sources, reconcile conflicts, decompose high-level information
into details, abstract up from low-level information to a more general
understanding, distinguish presented user requests from the underlying true
needs, and distinguish solution ideas from requirements
* Facilitation skills, to lead requirements elicitation workshops
* Observational skills, to validate data obtained via other techniques
and expose new areas of unmet customer needs
* Writing skills, to communicate information effectively to customers,
marketing, managers, and technical staff
* Organizational skills, to work with the vast array of information
gathered during elicitation and analysis and to cope with rapidly changing
information
* Interpersonal skills, to help negotiate priorities and to resolve
conflicts among project stakeholders
