Position Description:
Client is seeking a Business Analyst III to support our EPA client in protecting the nation's drinking water supply through the Safe Drinking Water Information Systems program (SDWIS) Prime. We are developing a modernized version of SDWIS called SDWIS Prime for primacy agencies to use as they implement the National Primary Drinking Water Regulations (NPDWR). Client is working with the client and stakeholders to document requirements and develop the new system We are seeking an individual with domain expertise implementing the NPDWR along with some Business Analyst experience to assist this process.

 

 

 

Responsibilities:
Work with client product owner and client stakeholders to solicit/document requirements and develop user stories.
Act a product owner for internal development team.
Facilitate Scrum Meeting with clients.
Work with developers on an agile team to ensure they understand what needs to be built.
Develop wireframes/ Mock-up and web page layout from User Stories.
Test the application to ensure it meets the requirements.

 

 

 

Required:
Prior EPA experience
Experience implementing the NPDWR at an agency with primary enforcement responsibility preferably in a compliance management position.
Should be able to conduct, moderate, and facilitate user story gathering sessions with the users and Subject Matter Experts (SME). 
Develop wireframes/ Mock-up and web page layout from User Stories and collaborate with the development team
Excellent written skills
Excellent verbal communication skills
Should be able to work effectively with the users and development team to resolve issues or escalate them as appropriate.

 

 

 

Desired:
Business Analyst experience
Experience providing BA support to EPA in the area of compliance, monitoring and enforcement
Should be able to create and implement business artifacts within an agile development methodology
Scrum Product Owner certification 
Use of MS Team Foundation Server (TFS) server a plus
Scrum Product Owner certification a Plus
