DAILY DUTIES / RESPONSIBILITIES:
Skilled professional with a deep level of testing management experience who can work independently and alongside project team members, Client agency representatives and all impacted Third Party vendors. The client plans to be their own integrator thus all strategies of testing, up through User Acceptance Testing will need to be planned and executed. The Agile project methodology will primarily be leveraged which will require significant organizational and leadership skills. The following duties will apply for this Testing Manager position:
• Collaborate with the MMIS Replacement Testing Manager to leverage the standardized testing process;
• Collaborate and report to the Quality Manager on all testing duties;
• Develop, execute and maintain a Test Management Plan;
• Estimate the testing to be done and negotiate with management to acquire the necessary resources;
• Recognize when test automation is appropriate, plan the effort, select the tools, and ensure training of the team;
• Ensure test environments and test data are in place before test execution and managed during test execution;
• Acts as liaison between State and vendor with testing activities;
• Resource management (allocation, monitoring, motivating etc.); coordinates all activities and all testers related to and during all applicable testing strategies;
• Co-operates with the State and project team(s) as required; maintains awareness of testing alternatives at a level where they can be analyzed and the most effective testing strategy selected and agreed;
• Provide progress/status reports on testing activities to Management;
• Ensures that any risks associated with the selected test strategy and the test plans are clearly documented and described to the State and project team(s). Manages all risks associated with the testing and takes preventative action when any risks become unacceptable
• Plans, arranges and controls meetings and relations with the State and project team(s) during test planning and throughout subsequent development and testing activities. Takes responsibility at a high level for the proper conduct of such relations
• Provides oversight/approval of vendor unit/system integrated test plans and test results
• Provide guidance on the preparation/review of test plans
• Provide guidance on the preparation/review of test scripts/scenarios
• Preparation/review of test reports
• Checking progress against targets, reporting as necessary and taking action to resolve exceptions
• Training and mentoring
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Industry knowledge of Software Testing theories and best practices
• Ability to provide oversight, planning and coordination of all system testing including performance, stress testing, fail-over, disaster recovery, interface testing, conversion testing, FDSH testing QA and UAT
• Team building skills to coordinate testing resources in a matrix management environment
• Demonstrates ability to understand software requirements
• Demonstrates leadership skills on a regular basis
• Demonstrates effective communication, both orally and in writing, with subordinates, colleagues,
clients and customers at all levels, both formally and informally
• Demonstrates ability to develop test scripts/scenarios from business process models, use cases, requirements and business rules
• Ability to make decisions at the appropriate time, taking into account the needs of the situation, priorities, constraints and the availability of necessary information.
• Ability to acquire an understanding of the underlying issues in complex problems or situations by correctly relating these to simpler or better understood concepts, models or previous experiences
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Medicaid eligibility system/business operations experience
• Familiar with Medicaid Information Technology Architecture (MITA)
• Familiar with Medicaid Enterprise Certification Toolkit (MECT)
• Commercial insurance and/or health care data experience
• Programming knowledge is a plus
• Public sector experience is a plus
• Project Management skills are a plus
REQUIRED EDUCATION:
Bachelor's degree in a technical, business, or related field. Master's degree is desirable. Years of experience can substitute for formal education
