DAILY DUTIES / RESPONSIBILITIES:
The Eligibility and Enrollment Member Management Project Manager will be under the direction of the Project Director and Product Manager and will be responsible for monitoring, managing, and tracking cost, schedule, scope, and quality of all activities and deliverables on the project.
Duties include:
1. Building a project plan using CMS' Expedited Life Cycle (XLC) process and then execute to that plan.
2. Managing and tracking project expenses within the allocated budget. Provide Project Director with update budget reports as needed.
3. Assist Product Manager in managing project risks and issues. Assist in managing work between IBM, System Integrator team and Legacy Systems team to ensure a smooth transition between Medicaid Eligibility Determination System (MEDS) and Cúram while ensuring that the legacy Medicaid Management Information System (MMIS) continues to provide the appropriate information and processes.
4. Working with the Quality Manager to ensure that all deliverables are completed timely and meet quality standards.
5. Reporting on project status and strategies orally and in writing.
6. Offer any recommendations on procurement and implementation strategies as needed.
7. Assist Business unit in determining deliverables expected from software development organization.
8. Coordinating with outside entities, including vendors, providers, beneficiaries, professional associations, community partners and other entities.
9. Other duties as assigned.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
The EEMM Project Manager has four major attributes:
1. project management skills
2. vendor management skills
3. people skills
4. domain knowledge in healthcare insurance or Medicaid
Strong background in project management, preferably in Medicaid or a healthcare insurance IT environment.
Demonstrated successful leadership and management experience.
Vendor management experience.
Superb written and oral communications skills, including the ability to give presentations to executive management.
Strong proficiency in English is required.
Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds.
Candidates must be confident with their abilities to make correct decisions and the courage to speak out when necessary.
Willingness and ability to effectively engage with people and organizations on a continuous basis.
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Understanding of CMS' Expedited Life Cycle (XLC) process.
Understanding of the Medicaid Information Technology Architecture (MITA).
Understanding of the Medicaid Enterprise Certification Toolkit (MECT)
Experience in an outsourced healthcare insurance operations environment.
Experience on an outsourced IT development project.
Public sector experience is a plus.
REQUIRED EDUCATION:
Bachelor's degree or equivalent experience.
