Position Description:
Client is hiring a Sr. Project Manager to manage EPA's SDWIS Prime project. SDWIS Prime is intended to replace the legacy Safe Drinking Water Information System (SDWIS) used by state level agencies (SDWIS/State) by the end of 2016. Client collaborated with the EPA Office of Water (OW) to analyze the SDWIS requirements and functionality, helping make the determination and recommendation to develop a new system using the Agile project lifecycle methodology. The project is currently in the development phase.
The Project Manager is expected to be the client spokesperson for SDWIS Prime, so he or she must have an outgoing personality. This role requires strong analytical and business analysis experience.
Responsibilities:
Act as the Client "face" of the SDWIS project.
Facilitate scrum meetings and requirements gathering sessions with the client.
Plan, direct, and coordinate activities of the project to ensure that goals or objectives of projects are accomplished within prescribed timeframe and funding parameters.
Review project plan to determine timeframe, funding limitations, procedures for accomplishing projects, staffing requirements, and allotment of available resources to various phases of projects.
Establish project plan and multi-disciplinary staffing for each phase of project, and arranges for recruitment or assignment of project personnel.
Confer with project staff to outline work plan and to assign duties, responsibilities, and scope of authority.
Manage sub-contractors and their workforce.
Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget.
Review status reports prepared by project personnel and modify the schedule (in MS Project) or plans as required.
Prepare project reports for management, client, or others.
Confer with project personnel to provide technical advice and to resolve problems.
Proactively resolve issues and corrective actions.
Required:
Bachelor's degree
PMP Certification
8 years' project/program management experience in support of large, complex integrative software systems
Excellent communication skills, including verbal and written
Must be able to work with EPA clients and stakeholders and facilitate meeting and requirements gathering sessions
MS Project schedule creation/management
Experience with cost tracking/estimating for $2-4M projects
Staff management and resource allocation
Ability to manage complex technical projects with many tasks
Nice to haves or bonus skill sets:
Prior EPA project management experience
Experience with EPA or state drinking water programs
Experience in an CMMI L2 or above environment
ScrumMaster certified
