Job Title: Sr. Project Manager (33015-SECDAR-IO-42-C-ARI)

Responsibilities:
This position serves dual roles of Product Manager and Project Manager.
Manage the delivery of FEPOC technology products and services for highly visible initiatives and industry mandates in close coordination and integration with other consumer tool partners.
Manage the intake requests, change orders and scope of SOWs – Under tight deadlines, work with multiple delivery teams to process intake requests for given estimations of efforts; Process change orders for appropriate stakeholder reviews and approval with the client; Help program managers to write SOWs based upon FEPOC roadmap of product capabilities; Follow established SDLC processes thoroughly.
Lead requirements planning meetings at customer location with participation from multiple vendors and business stakeholders.
Lead weekly Agile grooming sessions on all product user stories - Work closely with architects and business analysts to define the backlog for Agile Scrum teams and work with DO business to create and prioritize backlog user stories.
Manage the procurement process to acquire software or hardware tools/services with external vendors. The work involves leading RFP process, collect vendor responses, schedule vendor demos, and select/procure tool/services.
Responsible for the business and product development which will include the engagement of sponsors, documentation of future state requirements, development of a Product technology vision/roadmap for the future, and aligning stakeholders on the path ahead.
Perform standard Project Manager Tasks as required.
Required:
Requires deep understanding of FEPOC products and services, BCBSA strategic and near-term objectives, and integration with BCBS Plans nationally.
Bachelor's degree in Computer Science, Business, or Engineering or equivalent work experience required.
8+ years of IT and business experience in planning, technical design/development, implementation, and maintenance of systems, preferably across multiple
hardware and software platforms.
Previous product management experience in a dynamic high-technology environment is a key to the success in this position
Out of the 8 years required, at least 3 years in a combination of the following:
Information systems Product Management experience (which could include consulting) with state-of-the-art hardware and software systems is desirable
Deep understanding and experience of web technologies. Understanding of mobile technologies will be a plus.
Experience in customer relationship management, the product management with the knowledge of the Systems Development Lifecycle and the Project
Management Lifecycle.
Experience in the initiating the Statement of Work and able to discover the potential business opportunities
Experience with product roadmaps development and influencing key stake holders for buy in on business priorities
Experience with managing the creation and grooming of user stories and acceptance criteria via the agile scrum method.
