Job Title: Technical Project Manager (33015-SECDAR-IO-42-C-ARI)

Duration: 12 months+
Project Description:
This position is for the "Enhance Medicare Coordination of Benefits Project" as well as other initiatives related to the Claims and Enrollment products. This effort will enhance the claims system to recognize and reject potential overpayments by analyzing new data that is being reported as part of the claims record.
Responsibilities:
Adhere and follow the PMO defined Project Management Life Cycle (PMLC) processes.
Assist in documenting business cases and return on investment analysis.
Coordinate the activities related to the procurement of hardware and software.
Support and assist SQA (Software Quality Assurance) activities and processes.
Create and maintain various project artifacts, including but not limited to:
Project Charter/Initiation Document
Project Plan including subsidiary plans for managing requirements, change, testing, communication, implementation, risk, issues etc.
Project Schedule in MS Project
Project Design
Implementation Plan
Resource Allocation Model and resource Estimate
Risk and Issue Logs
Work cooperatively on integrated team of FEPOC/SBP staff to successfully address any associated risks and issues.
Conduct, facilitate and participate in various FEPOC/SBP meetings regarding the coordination of project activities and deliverables
Conduct and facilitate town hall calls and informational sessions
Manage scope, schedule, budget and quality for the assigned projects.
Ensure that all project milestones are met and deliverables are created with highest quality.
Monitor and control resource utilization per the approved budget.
Prepare monthly financial variance report (actual vs. budget) and provide forecast through the end of the project.
Ensure effective communication within and outside of the project team.
Report status to Program Manager on a regular basis.
Write various status reports.
Assist Program Manager in preparing and reporting statuses to Sr. Management and other Project Stakeholders.
'Own' the assigned project and be on top of all project activities, issues, risks, deliverables, milestones and dependencies.
Other Project Management deliverables and tasks as assigned
Required:
Ability to work in a team environment with internal and external stakeholders.
External stakeholders to include the Blue Cross and Blue Shield Association and Blue Cross and Blue Shield Plans.
External stakeholders to include product vendors and consulting partners.

Ability to communicate effectively with senior level executives and customers.

Demonstrated ability to analyze business processes, develop and implement strategies related to technology implementation or operational improvement.
Ability to effectively adapt to rapidly changing technology and apply it to business needs.
Demonstrated writing and presentation skills (writing sample will be requested)
A minimum of 10 years experience in managing technical projects through the full Software Development Lifecycle (SDLC). Projects to include various
development methodologies including waterfall and agile.
Knowledge of and experience in IT environment (mainframe, infrastructure, Web/Java)
Excellent knowledge of MS Office 2000 tool set – MS Word, MS Excel, MS Project and MS Visio.
Strong communication skills
Ability to work independently with minimal direction and follow-up required
Ability to work under pressure
Ability to provide structure in an unstructured and rapidly changing environment
Highly motivated

Desired:
PMP Certification is a plus
Healthcare industry experience preferred.
