Senior Systems Analyst
Location: Arlington: A,
Duration : 1 year.

Responsibilities
Performs the business and technical analysis required to establish a technology and impact assessment for determining the feasibility of client systems and solutions. Supports the deployment and implementation of systems as well as compact programs and related specifications.
A Senior Systems Analyst will be responsible for the following tasks:
Performs the business and technical analysis required to develop technical specifications, procedure manuals, and implementation guides necessary for all systems and solutions.
Develops appropriate data models, data flow diagrams, data dictionaries, business and technical processes, message formats, transaction flows, and other documents as required.
Monitors task completion and produces periodic reports that document the Working Groups progress.
Develops recommended courses of action regarding how to proceed with full functional development of systems, including business and functional requirements and technological solutions that could be utilized to implement such systems.
Works with jurisdictions, client Committees, Federal Agencies, and other stakeholders to translate functional requirements into system design specifications.
Coordinates, develops and monitors implementation of pilot projects, providing technical assistance, coordination, training and other services.
Assists with the development of the base statements of work and project definitions that document the projects background and the Working Groups mission, goals, guiding principles and work plan.
Develops impact assessment surveys for client member jurisdictions.
Collects and analyzes information on the anticipated costs for efforts and other impacts of implementing client systems.
Performs pre- and post- evaluation of pilot projects including cost benefit analysis, specification changes, assessment and estimation of user traffic volumes, and acquisition planning.
Reviews proposals, evaluating for technical solution soundness, feasibility, resource estimates, constraints, and operational impacts.
Develops reports to Congress and Federal Agencies documenting the findings related to client systems efforts.
Formal Education:
Four year degree from an accredited college or university with a computer science, business administration, public administration (or other related field). Equivalent work experience may be substituted.
Knowledge, Skills and Abilities Required:
Five or more years experience in the following:
Directing practical systems analysis and/or business analysis as applicable to the full software development life-cycle.
Capturing stakeholder, process, business, and workflow requirements.
Creating systems documentation such as software requirements specifications, software product specifications, functional requirements, use cases, solution architectures, change requests, interface requirements, etc.
Leading requirements implementation into software solutions by working with business and project stakeholders.
Developing systems and business analysis requirements artifact templates, standards and best practices.
Experience communicating with a variety of stakeholders including business development, project management, software engineers (programmers, database developers, etc.), software quality and assurance, and business sponsors.
Experience with Data Modeling.
Experience in project development working with self-directed team members, in structured analysis and full life cycle management.
Experience developing work instructions, training other analysts, performing lead review of requirements and providing input and coaching to analyst team members.
Experience with Agile System Life Cycle Development preferred.
Experience with motor carrier, drivers licensing and/or transportation technologies a plus.
Ability to adapt quickly to new technologies and changing business requirements.
Outstanding written and verbal communication skills and detail oriented.
Some travel required.
