         Demonstrated use of programming languages such as COBOL, CICS, JAVA, PL/SQL, etc. 

         Knowledge of relational database such as ORACLE is desirable.  

         Must have a demonstrated ability to formulate specifications for computer programmers to use in coding, testing, and debugging of computer programs.

         Should be able to work independently with minimal supervision and demonstrate ability to come up to speed quickly  

         May have familiarity and experience with standardized project management and process improvement methodologies (e.g., SEI CMM, ISO, IEEE, PMI, etc.).

         Security: Persons who fill this position will be required to receive a favorable background investigation prior to being assigned to fulfill all defined functional responsibilities. Persons with an existing BI are preferred.

 

Minimum education requirements

Bachelor's degree in Computer Science or related field of study or an equivalent combination of education and experience from which comparable knowledge and skills may be acquired.

Levels

Level I: Works under direct supervision. Carries out fact-finding and analysis, as assigned, usually of a single activity or a routine problem; applies established procedures where the nature of the system, feasibility, computer equipment and programming language have already been decided; may assist a more senior systems analyst by preparing the detailed specifications required by computer programmers from information developed by the senior analyst. A minimum of two (2) years of experience is required.

Level II: Works under direct supervision. Analyzes simple business processes and applications; applies established procedures where the nature of the system, feasibility, computer equipment and programming language have already been decided; may assist a more senior systems analyst by preparing the detailed specifications required by computer programmers from information developed by the senior analyst. A minimum of three (3) years of experience is required.

Level III:   Works under limited supervision. Analyzes medium to complex business processes and applications. Designs enhanced systems to optimize business performance. Demonstrates competence in most phases of system analysis and knowledge of pertinent system software and computer equipment and of the work processes, applicable regulations, workload, and practices of the assigned subject matter area. Works independently under overall project objectives and requirements; apprises supervisor about progress and unusual complications. A minimum of five (5) years of experience is required.

Level IV: Analyzes complex to extremely complex business processes and applications. Designs enhanced systems to optimize business performance. Serves as the principal contributor for systems design and analysis requirements within the scope of work. Provides technical and engineering expertise required to install, test, document, and/or integrate complex IT systems or processes. Oversees work of subordinate team members. A Master's Degree and a minimum of six (6) years of specialized experience are required.     


Qualifications: Must be a US Citizen as required by the Government contracts.
Candidate must meet security clearance requirements for Customs and Border Protection.

- CBP requires that for the three (3) years prior to the filing of an application for employment, individuals must meet the one or more of the following primary residence criteria:

(a) the applicant resided in the United States (short trips abroad, such as vacations, will not necessarily disqualify an applicant); or
(b) the applicant worked for the U.S. Government as an employee overseas in a Federal or military capacity; or
(c) the applicant was a dependent of a U.S. Federal or military employee serving overseas.
